Maintenance and Operations for Herat and Balkh Universities Women’s Dormitories: The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for an assistance award through this Notice of Funding Opportunity (NOFO) for maintaining and operating the Women’s Dormitories on the campuses of Herat and Balkh Universities.

Kabul PAS is soliciting proposals for a cooperative agreement that would provide for the operation and maintenance of a women’s dormitory at Herat University for a period of 24 months and two women’s dormitories at Balkh University for a period of 18 months. The successful applicant also will be responsible for providing oversight services to maintain and operate all facilities and equipment.
The base period of the award will be 24 months. During that timeframe, PAS intends to provide 24 months of operations and maintenance at the Herat University women’s dorm and 18 months of operation and maintenance at the two Balkh University women’s dorms. Applicants should plan to begin operations and maintenance of the women’s dormitory at Herat University immediately upon award. The operations and maintenance of the women’s dormitories at Balkh University will commence when construction is complete, estimated to be early 2016. This award will have one 12 month option period to provide the dorms at Herat and Balkh Universities with an additional 12 months of operations and maintenance support, which will be exercised at PAS’s discretion.

Eligibility is open to all types of applicants except for 1) individuals and 2) government entities. Please refer to Section D for funding restrictions. Organizations may sub-contract with other entities, but only one entity can be the prime recipient of the award.
