Migrant and Seasonal Head Start (MSHS) Expansion: Due to the federal emergency disaster declarations in Alabama, California, Florida, Louisiana, Mississippi, and Oregon, this FOA has been modified to allow ONLY applicants in these states to submit applications until 10/5/2020 by 11:59 PM, ET, for electronically-submitted applications, and 4:30 PM, ET, for applications in paper format that have received an exemption from electronic submission. All other applicants are subject to the Application Due Date of 9/21/2020 by 11:59 PM, ET, for electronically-submitted applications, and 4:30 PM, ET, for applications in paper format that have received an exemption from electronic submission, as listed in Section IV.4. Submission Dates and Times. The Administration for Children and Families (ACF) announces funding for the purpose of expanding access to high-quality, comprehensive early learning services for newly-enrolled, income-eligible Migrant and/or seasonal farmworker families including pregnant women and children from birth to compulsory school age. This funding opportunity announcement (FOA) will solicit applications only from agencies with an existing Head Start grant award. ACF expects that expansion of an existing Head Start program can include any of the following: adding slots within existing center-based classrooms or family child care programs; adding new classrooms to an existing center; adding or establishing entirely new centers or family child care homes; and/or adding new slots to a home-based program option. ACF is also interested in new and innovative approaches to connect families to an array of support services, in an effort to establish Head Start as a Community Services Hub in the local community and create a more collaborative, family-centered approach to services. ACF is primarily interested in proposals for Community Services Hub models that will promote family self-sufficiency and overall well-being, and ultimately improve parent and child outcomes. Eligible applicants are limited to existing Migrant and Seasonal Head Start grantees, pursuant to Section 641 A(h)(6)(A) of the Head Start Act 42 USC 9801 et seq. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
