Migratory Bird Joint Ventures: The U.S. Fish and Wildlife Service, Northeast Region, intends to make a sole source award of a cooperative agreement to the American Bird Conservancy of Virginia (hereafter the ABC). Funding for this project as provided under the Fish and Wildlife Act of 1956, as amended, 16 U.S.C. 742a-754, and the Migratory Bird Treaty Act, 16 U.S.C. 709a. ABC was selected to receive this award based on a combination of the following criteria: 1) this project is a continuation of activities for which ABC has already been funded in support of the operations of the AMJV, and 2) ABCâ¿¿s unique qualifications for successfully completing the work described below with regard to implementing AMJV priorities. This notice is an announcement for issuing a single financial assistance award to the American Bird Conservancy, The Plains,Virginia. The intent of this award is to support implementation of the bird habitat conservation planning and evaluation work of the Appalachian Mountain Joint Venture (AMJV) staff and partners, which includes biological planning, conservation design, and reevaluation of species needs. The prioritization of species and habitats within a joint venture is an essential element of biological planning within the Strategic Habitat Conservation framework, which ultimately leads to more effective implementation. When advances in science provide new information, AMJV staff and partners reevaluate the AMJVâ¿¿s list of priority species and assess how well their needs are being met. In 2017 Partners in Flight released an update to their Landbird Conservation Plan, which provides new analyses and information on Watch List species and Common Birds in Steep Decline at the continental scale. Using this information, AMJV staff and partners will work to ensure the partnership is stepping down these national-level priorities for landbirds and coordinating effectively within the AMJV boundary, as well as coordinating efforts across joint venture boundaries where applicable. This work reflects the priorities and goals of the AMJV for the calendar year 2018-2019, including: 1) working to update the Avian Conservation Assessment Database for the Appalachian Mountain BCR; 2) updating the AMJV priority species list based on new data; 3) evaluating the AMJVâ¿¿s current efforts to advance species conservation and 4) identifying limiting factors for each of the AMJVâ¿¿s highest priority species.
