- This agreement is to be awarded without competition because the University of Missouri Columbia has participated in the initial design of this study project, and contributed substantially to the planning and logistical procurement related to work done on this project during the past two years. The University of Missouri Columbia has experienced staff that can conduct or supervise development of statistically-sound population models and simulation matrices, and have helped write papers about this work in the past.
