Migratory Bird Monitoring, Assessment and Conservation - Golden Eagle-NM: This announcement is for US Fish and Wildlife Service (USFWS) Region 2 FY 2009 project support for the conservation of bird species, with special emphasis placed on bird species listed as USFWS conservation and management priorities (USFWS Birds of Conservation Concern 2008; USFWS Birds of Management Concern). As justification for Single Source Determination, in accordance with Department of Interior Guidance (505 DM 2.14), USFWS provides notice of its intent to make a single source amendment to an existing agreement in the amount of $40,542 to Eagle Environmental, Inc. (EEI) for support of an investigation into breeding Golden Eagles in eastern New Mexico. This project will continue a cooperative effort among the researchers at EEI, the USFWS R2 Division of Migratory Birds, and the New Mexico Department of Game and Fish. The objective of this amendment to the agreement with EEI is to continue collection of long-term data on the distribution, population size, and productivity of nesting golden eagles in eastern New Mexico, and determine how this nesting population may be impacted by various developmental activities in this part of its range. EEI is uniquely qualified to continue this survey based on its experience and expertise in conducting golden eagle breeding surveys in New Mexico over many years, its admirable performance in conducting this same survey since 2006, and its ability to provide vital continuity in survey design, techniques, and analyses that is needed for the Service to track trends in eagle nesting activity and productivity among years. This announcement is published as a Sole Source in accordance with FAR 6.302-1. This is NOT a request for competitive quotes.
