- The Federal Highway Administrations (FHWA) Office of Acquisition Management has established a competitive technical assistance (CAP) program limited to participation by Minority Institutions of Higher Education (MIHE) which include Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions, American Indian Serving Institutions, Alaskan Native Serving Institutions, and Native Hawaiian Serving Institutions. The purpose for this program is to foster MIHE participation in research and technology activities that contribute substantially to the FHWA mission and to prepare the faculty and students at MIHEs to successfully participate in the competitive research arena. Cooperative Agreements will be awarded on a competitive basis to MIHE's in support of projects listed in the RFA.
