Model Schools Network (MSN) Program: USAID/West Bank and Gaza will be inviting applications from eligible U.S. Private Voluntary Organizations (PVOs), U.S non-governmental organizations (NGOs) and Public International Organizations (PIOs) to develop a school model to improve the quality of basic education in the West Bank and Gaza. USAID/West Bank and Gaza anticipates awarding one cooperative agreement for approximately $9.2 million, subject to the availability of funds, for a period of four years. Over the last fifteen years, despite facing difficult financial and security challenges, the Palestinian education system has achieved high literacy and enrolment rates compared with the rest of the Arab world. Palestinian students continue to have lower-than-average academic achievement in areas such as mathematics, sciences, and English. Only 27% of Palestinian students follow the scientific stream in their high school classes, and they score below average in international mathematics and sciences tests. The Model Schools Network (MSN) Program aims to improve the quality of basic education, especially in English, sciences, and mathematics, through the introduction of a student-centered, contemporary approach to teaching and learning at a network of 20 private schools in the West Bank and Gaza. The selected private schools will serve as the core of an expandable model that focuses on child development at the physical, cognitive, and social levels. The key to the MSN Programs success will lie in the close collaboration with local NGOs, community leaders, and educational experts who will take increasing interest in, and ownership of the project. The primary objectives of the MSN program will be:. To improve students and teachers learning outcomes by introducing educational concepts, teaching approaches, techniques, and resources to participating schools that will enhance the quality of school education. To pilot and develop an expandable network of private schools that will form the core of participants engaged in a new approach to teaching and learning in the West Bank and Gaza. To test, develop, evaluate, document and share results of the models approach to allow adoption, modification or elimination of components to establish a model of best practices that could eventually be replicated in other schools and areas.
