(1) This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B #1 which allows for award without competition to an applicant. Unsolicited proposal - The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives. The FWS in conducting literature reviews for its LEAP process discovered this conceptual model which was developed in partnership between the WYNDD and TNC. No other model exists to answer our specific questions about migratory bird concentration areas and this model will be useful to us in our modeling of LEAP. This Grant is to fund the WYNDD to field validate the conceptual models which we will incorporate into LEAP.
