Nepal Family Health Program, Phase II: The United States Agency for International Development Mission to Nepal (USAID/Nepal) requests applications for the Nepal Family Health Program - Phase II (NFHP-II). Subject to annual availability of funds, USAID intends to award one cooperative agreement for approximately $30,000,000 to be allocated over five years, through September 30, 2012. The full announcement is expected to be posted on Grants.gov on or about May 15, 2007. The primary purpose of the program is to improve the delivery and use of public sector family planning, maternal, newborn, child health, and related social services in a manner that supports the Government of Nepals (GON) Health Sector Strategy (2004), the Nepal Health Sector Program and Implementation Plan (NHSP-IP) - 2004-2009, and Long Term Health Plan to reduce fertility and mortality. USAIDs support will assist the government to achieve five of the eight outputs in the NHSP-IP including: 1. Assist in providing an essential health care service package ensuring that the poor and the vulnerable have priority for access through the expanded participation of marginalized groups, and of women and youth in social development through literacy, life skills and reproductive health education programs. 2. Assist in supporting decentralization both to ensure community participation and to increase the ability of local bodies to manage health facilities in a participative, accountable and transparent manner. 3. Assist in linking the private sector and NGOs in the delivery of essential health services. 4. Support coordinated and consistent sector management (planning, budgeting, program implementation and performance management) to support decentralized service delivery with the involvement of the NGO and private sectors. 5. Assist in supporting the systems established for effective management for procurement, distribution and rational use of drugs, supplies and equipment. This award will be in-line with and will be closely monitored for adherence to U.S. Government policies and regulations concerning the use of Child Survival and Health funds including those supporting family planning activities. Through this award, USAID/Nepal aims to both sustain and build upon the successes of its health program to-date and realign its support to better contribute to building the capacities of, and rebuilding where necessary, Nepals health and other relevant social service institutions. This award will expand the depth, reach and impact of family planning, maternal, newborn, child health policies and services while strengthening institutional capacity, governance, equitable access and community participation in health and social services. USAIDs partners will mitigate exclusion, a key driver of the conflict, through the involvement of populations that have been marginalized in the past due to poverty, caste and ethnicity resulting in reduced access to and use of services. The NFHP-II program is designed to have national and district-wide impact as well as contribute to state-of-the art activities which can serve as model programs that can be taken to scale and sustained for maximum health impact.
