Eligible Applicants: State educational agencies (SEAs), local educational agencies (LEAs), institutions of higher education, other public agencies, and other private agencies and organizations, including Indian tribes and Indian organizations as defined in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 4506), and Native Hawaiian organizations. Native Hawaiian organizations are defined as Native Hawaiian educational organizations; Native Hawaiian community-based organizations; and institutions with
experience in developing or operating Native Hawaiian programs or programs of instruction in the Native Hawaiian language; and consortia
of the previously mentioned organizations, agencies, and institutions.
