Older Adults Targeted Capacity Expansion (TCE) Grant Program: The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2008 for Older Adults Targeted Capacity Expansion (TCE) grants. The purpose of the Older Adults TCE Grant Program is to help communities provide direct services and build the necessary infrastructure to support expanded services for meeting the diverse mental health needs of older persons. The target population of older adults, for the purpose of this program, is defined as persons 60 years and older who are at risk for or are experiencing mental health problems. The Older Adults Targeted Capacity Expansion (TCE) grant program is one of SAMHSAs services grant programs. SAMHSAs services grants are designed to address gaps in mental health prevention and treatment services and/or to increase the ability of States, units of local government, American Indian/Alaska Native tribes and tribal organizations and community- and faith-based organizations to help specific populations or geographic areas with serious, emerging mental health problems. SAMHSA intends that its services grants result in the delivery of services as soon as possible after award. Service delivery should begin by the 4th month of the project at the latest. Older Adults Targeted Capacity Expansion (TCE) grants are authorized under Section 520A of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus area 18 (Mental Health and Mental Disorders).

Additional Information on Eligibility
Eligible applicants are domestic public and private nonprofit entities. For example, State and local governments, federally recognized American Indian/Alaska Native tribes and tribal organizations, urban Indian organizations, public or private universities and colleges; and community- and faith-based organizations may apply. Tribal organization means the recognized body of any AI/AN tribe; any legally established organization of American Indians/Alaska Natives which is controlled, sanctioned or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of American Indians/Alaska Natives in all phases of its activities. Consortia of tribal organizations are eligible to apply but each participating entity must indicate its approval. The statutory authority for this program prohibits grants to for-profit agencies. In order to promote wide dissemination of evidence-based practices that serve older adults as broadly as possible, only applicants who have not received an Older Adults Targeted Capacity Expansion (TCE) grant in the past will be considered. Additionally, applicants must comply with the requirement to address the target population of persons 60 years of age and older who are at risk for or are experiencing mental health problems.
