Opportunity HRSA-10-121: AIDS Education and Training Center (AETC) National Center for Expansion of HIV CARE in Minority Communities: Building Capacity in Community Health Centers will be awarded to an eligible entity qualified to improve, develop and enhance the organizational capacity of non-Ryan White funded community health centers to provide primary medical care and treatment to racial/ethnic minorities living with or affected by HIV/AIDS. This project will represent the HIV/AIDS Bureau major effort to reach beyond the Ryan White funded community and address the evolving needs and nature of HIV care and treatment within communities of color. It is intended to build on previous MAI efforts through incorporation into the AETC programs, and enhance the capability, without Ryan White direct services funding, of primary care providers in CHCs so that they can begin to provide culturally competent, compassionate, life extending and life saving HIV care as part of their overall expansion. It is proposed that this project enhance current AETC clinical training and provide more comprehensive capacity building assistance to 30 CHCs in FY 2010. Priority selection will be given to those CHCs located in medically underserved areas, who are able to document a prevailing unmet need and have a history of serving as the primary care site for racial/ethnic minorities living with HIV/AIDS. There are multiple requirements of this funding opportunity: 1. outreach to Part A and B grantees regarding unmet need and potential organizations to target for capacity building; 2. an organizational diagnosis; 3. one on-site TA visit/intervention; 4. a more comprehensive (at least 12 months in duration) intensive capacity building package; 5. a twinning approach using previously non-funded CHCs who are now Ryan White-funded as mentors so they can coach targeted organizations through the entire process and its developmental steps; 6. partners such as the Part F Regional AIDS Education and Training Centers and National Minority AIDS Education Training Center for clinical and cultural competency training, National Association of Community Health Centers; primary care organizations, and primary care associations; 7. exploration of various models for integration into CHCs (medical home for primary care but refer for HIV specialty care; medical home for both; referral to another organization as medical home for both; and 8. Evaluation of this project will focus on whether the provision of HIV CBA to CHCs leads to improvements in quantity (creation or expansion of HIV primary care), types of service, and quality of care for individuals living with HIV/AIDS.

Additional Information on Eligibility
The eligible entities include public and nonprofit, private entities (including faith-based and community-based organizations) and schools and academic health science centers involved in addressing HIV/AIDS related issues on a national scope are eligible to apply. Applicants must have a minimum four- year history of developing and disseminating informational materials, providing capacity building assistance to HIV/AIDS related organizations and constituencies on a national level. The scope of work for this cooperative agreement must also be proposed for a national level. Applications that exceed the ceiling amount of $3.0 million will be considered non-responsive and will not be considered for funding under this announcement. Any application that fails to satisfy the deadline requirements referenced in Section IV.3 will be deemed non-responsive and will not be considered for funding under this announcement
