PV Manufacturing Initiative Part 2: SUNPATH (Scaling Up Nascent PV AT Home): I. The purposes of this amendment are to: A) Implement an application Notification of Intent (NOI) requirement, due 09/30/2011, 5:00 PM Eastern Time. (p.15) B) Add a manufacturing cost summary component to the Project Narrative application requirement. (p.16-17) C) Add clarifying language to the Domestic Manufacturing Plan component of the Project Narrative application requirement. (p.18) D) Add the Environmental Checklist (EF-1) as a mandatory application document. (p.21) E) Revise the Requirement 1 language of the Merit Review Criteria to state the proposal will support the first industrial scale demonstration of 40MW or more of PV. (p.26) F) Add clarifying language to Merit Review Criterion 2: Commitment to Domestic Manufacturing. (p.28) G) Update the Expected Date for Selection Notifications and Expected Date for Awards to January and February 2012. (p.30) H) Add clarifying language to the Domestic Manufacturing Requirement. (p.33) I) Update various website links throughout the FOA Document. II. The areas which have changed are highlighted in yellow within the Funding Opportunity Announcement. III. All other parts of the FOA remain unchanged. The U.S. Department of Energy is requesting applications for the first industrial scale demonstration of the applicant's photovoltaic (PV) module, cells, substrates, or module components that will achieve lower cost per watt. The applicant needs to demonstrate lower cost targets over the next two years than the current market leading technology and enable the path to 1 dollar per watt system costs by 2020. Significant non-Federal cost share is required, to be achieved in partnership with private capital and state and regional funds. This funding opportunity will address the currently unfulfilled and urgent need for a significant investment to assist the first industrial scale manufacturing of a new PV technology.
