Pipeline Safety Research Competitive Academic Agreement Program (CAAP) - 2014: The Pipeline and Hazardous Materials Safety Administration (PHMSA), through the U.S. Department of Transportation (DOT), hereby requests applications from non-profit institutions of higher education to obtain funding for researching innovative solutions to pipeline corrosion and other known pipeline integrity challenges. The Competitive Academic Agreement Program (CAAP) is intended to spur innovation by enabling academic research focused on high-risk and high pay-off solutions for the many pipeline safety challenges. The authority for PHMSA’s Pipeline Safety Research and Development Program comes from the Pipeline Safety Improvement Act of 2002 (P. L. 107-355, December 17, 2002). Further, the authority to enter into cooperative agreements under the CAAP initiative is codified at 49 U.S.C. §60117(k), Authority for Cooperative Agreements. All questions regarding this Funding Opportunity Announcement (FOA) must be submitted via email on or before April 15, 2014 (see Section 4.04 of FOA document).
