Policy Analysis and Capacity APS: USAID via the Bureau for Food Security (BFS) also leads the United States Government's Feed the Future efforts. Feed the Future is the United States Government's global hunger and food security initiative. USAID supports research and capacity development programs in Feed the Future countries and supports country-driven approaches to address the root causes of hunger and poverty and forge long-term solutions to chronic food insecurity and undernutrition.POL has primary responsibility for the BFS agenda of strengthening policy systems in Feed the Future countries in order to accelerate inclusive agricultural growth and structural transformation that catalyzes and contributes to Global Food Security Strategy (GFSS), Global Food Security Reauthorization (GFSR), BFS, and Agency goals, including poverty reduction, improved food security, better nutritional outcomes, strengthened resilience, and increased water security.The purpose of this unfunded umbrella APS is to provide a structure for Operating Units and Missions to issue Addenda to further these goals.

THERE IS NO FUNDING ASSOCIATED WITH THIS UMBRELLA APS, AND ALL APPLICATIONS MUST BE DIRECTED TO SPECIFIC ADDENDA PUBLISHED TO THE PAC APS. As such, specific eligibility criteria will be outlined in each individual Addendum, and eligibility criteria may differ between Addenda. Addenda under the PAC APS may request Concept Notes/Full Applications (in cases where only a Full Application is requested) from any type of appropriate organization.
