Power Generation and Storage for Future Space Applications: Air Force Research Laboratory/Space Vehicles Directorate Closed Broad Agency Announcement without Calls BAA-RV-2013-0003 Catalog of Federal Domestic Assistance (CFDA) Numbers 12.800 IMPORTANT DATES: 17 Jul 2013 Issuance of Solicitation 31 Aug 2013 Proposal Submission Deadline 30 Sep 2013 Approximate Award Date of Initial Proposals EXECUTIVE SUMMARY The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (RV) is soliciting technical and cost proposals from all offerors to advance the state-of-the-art and scientific knowledge in space technology. Proposals that either enable high efficiency photovoltaic conversion efficiency or advanced space energy storage devices are expected. The Air Force anticipates awarding a minimum of two contract or assistance instruments per Topic with an anticipated period of performance of 60 months including options. Anticipated Government funding for the program (not per contract or award) is $5M: FY 13: $1M; FY 14: $1M; FY 15: $1M; FY 16: $1M; FY 17: $1M. However, the Air Force reserves the right to make multiple awards or no awards pursuant to this BAA. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this BAA announcement until funds are available. The Government reserves the right to cancel this BAA announcement, either before or after the closing date for receipt of proposals. In the event the Government cancels this BAA announcement, the Government has no obligation to reimburse an offeror for any costs." PROPOSAL DUE DATE AND TIME: Proposals are due by 12:00 Noon, Mountain Standard Time (MST) 31 August 2013. Proposals received after this due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). Early proposal submission is encouraged. All proposals for grants must be submitted electronically through the Grants.gov government-wide electronic portal at http://www.grants.gov. You must notify the Grants Specialists (see Section VII) immediately upon submitting your proposal electronically. No hard copy submissions are accepted.
