Professional Exchanges for Russia: The U.S. Embassy in Moscow (PAS Moscow) invites proposals for a cooperative agreement to conduct professional exchanges in the U.S. for current or future Russian leaders. The Professional Exchanges for Russia (PER) program builds on the foundation of the traditional International Visitor Leadership Program (IVLP) model and seeks to increase mutual understanding between the U.S. and Russia through carefully designed professional programs. PER projects support U.S. foreign policy objectives and have a specific thematic focus related to those policy goals. Participants are current or potential Russian leaders in politics, media, education, science, non-government organizations (NGOs), the arts, and other key fields. They are selected by officers of the U.S. Embassy Moscow. All projects maintain a non-partisan character.
