- Eligible applicants are PHAs and tribes/TDHEs that administer public housing programs. Renewal applicants and new applicants to the program must have an approved FSS Action Plan on file with their local HUD field office prior to this NOFAs application deadline. Please see the Threshold Requirements section for more information. Nonprofit organizations and resident associations are not eligible for funding under this program.
