Regional Surface Transportation Workforce Centers: The Federal Highway Administration hereby requests applications for assistance from all interested institutions of higher education to result in the award of five Cooperative Agreements to support the establishment of a Regional Surface Transportation Workforce Center in each of five geographic regions in the United States. The Centers' function will be to engage/facilitate partnerships with State Departments of Transportation, State Departments of Education, industry, and other public and private stakeholders throughout the transportation, education, labor communities, including workforce investment boards and related organizations and unions.

- This Request for Applications is open to all Institutions of Higher Education. Institutions of Higher Education has the meaning given that term in §101 of the Higher Education Act of 1965 (20 U.S.C. 1001). These institutions are defined as institutions that, among other requirements, provide at least two years of curriculum and at least a certificate upon successful completion of the curriculum course work, award a bachelors degree or not less than a 2 year program that provides credit towards a degree, or provides not less than 1 year of training towards gainful employment.
