Request for cooperative agreement applications to conduct an international conference on contaminated ground water in fractured bedrock in 2004.: This Request for Applications seeks a non-profit organization or educational institution to enter into a cooperative agreement to jointly sponsor an international conference on the remediation of contaminated ground water in fractured rock with EPA.s Technology Innovation Office (TIO). It is now recognized that contamination in bedrock is of critical importance at thousands of sites with an estimated cost of remediation on the order of billions of dollars. Communication and coordination among government officials, the research/engineering community, and the public is essential if reasonable solutions are to be developed and implemented. This three-day international conference will draw together leading experts and practitioners working with contaminated ground water in bedrock. The conference will focus on state-of-the-art methods of site characterization, contaminant mobility and behavior, as well as containment and remediation. It should be held in 2004 in a major city similar to the one held in Toronto during March 2001. (See attachment A) This is a cooperative agreement to directly benefit the Non-Federal community which regulates (e.g., states and tribes), studies, manages or owns sites with contaminated ground water in fractured bedrock. It will not directly benefit EPA or other Federal agencies. Cooperative agreements, unlike grants, provide for substantial involvement on the part of the federal government. By awarding a cooperative agreement, EPA anticipates substantial involvement in conference activities. EPA will be in contact with the cooperative agreement recipient through routinely scheduled conference calls, as well as ad-hoc e-mails, faxes and any other necessary communications. For this award, EPA will also abide by the October 1996 Guidance on Co-Sponsoring Conferences contained in EPA Ethics Advisory 96-15. The recipient must cooperate with EPA to facilitate compliance with this ethics guidance and all other ethics rules. The focus of the conference will be on the characterization and remediation of contaminated ground water in fractured bedrock; however, it may include supporting topics such as studies of rock characteristics, state or government regulatory issues, fluid flow, costs, and risk issue.
