Robust Surface Navigation (RSN): The Robust Surface Navigation (RSN) program is soliciting proposals due 21 June 2005. OBJECTIVE: In support of the RSN Program, DARPA/SPO is soliciting proposals (both technical and cost) from qualified corporations, research institutions, universities, Federally Funded Research and Development Centers (FFRDCs) and Department of Energy (DoE) laboratories under BAA05-32. The RSN program focuses on creating a capability to allow military operations to have GPS-level navigation functions in GPS-denied areas, including conditions of GPS denial world-wide. GPS denial is a real and asymmetric threat against our armed forces. DARPA is looking to use the widely available, powerful, and economically important signals of opportunity (e.g. television, radio, and satellite-based broadcasts) to provide a robust non-GPS capability for geo-location of our stationary sensors, and navigation for our mobile assets. The strength, availability, and diversity in frequency and direction of travel of these signals allow them to be used in environments that GPS will not currently work, such as under foliage, in urban canyons, and inside surface structures. What remains to be done is to develop a system architecture and set of algorithms that will allow user receivers to exploit the signals from these non-cooperative sources in highly multipathed environments. The goal of this program is to produce a non-form/fit functional prototype for a demonstration of the capability. The RSN system must solve the fundamental problem of navigation and geolocation in GPS-denied areas, especially in the difficult environments of inside buildings and in urban canyons. A key feature of the system is the ability of the system concept and architecture to exploit these signals as globally and as non-intrusively as possible. DARPA envisions the capability to span the range of user platforms from airborne fast-movers to sensors and ground forces in urban interiors. It should use a layered approach that uses, for example, signal-of-opportunity calibration reference ground stations at maximum practicable standoff for wide area coverage, but that can easily and smoothly transition to more intrusive active beacons as necessary to augment the signals of opportunity when they are inadequate for the task. A related task within the Navigation via Signals of Opportunity (NAVSOPP) approach, Sub-Surface Navigation via Signals of Opportunity (SSN), will solve a similar problem, but will concentrate on geolocation and navigation in deep basements, underground facilities, caves, and tunnels. The SSN program will be announced separately from RSN. ACQUISITION INFORMATION: PROPOSAL SUBMISSION: Proposers may obtain the BAA05-32 Proposers Information Packet (PIP) which provides further technical and administrative detail for this BAA including the technologies of interest, evaluation criteria, funding processes, and format of proposals. Proposals not meeting the specified format described in the PIP will not be considered for award. The PIP is not classified and may be obtained from the FedBizOpps website. A table of important dates and milestones is provided in the PIP. These include a classified Proposers Day to be held 11 May 2005 at Booz Allen Hamilton, 3811 N. Fairfax Drive, Suite 600, Arlington, Virginia 22203. This announcemente, the PIP, and Unclassified material from the Proposers Day brief will be available In addition to this BAA and the unclassified PIP on the RSN Website, http://www.darpa.mil/spo/solicit/rsn/index.htm. Bidders with proper personnel and facility security clearances must obtain the classified Addendum that details the system performance expected by DARPA. To receive the classified addendum to the PIP, proposers must provide a classified mailing address, point of contact (POC), and CAGE code to [email protected]. If the proposer wishes to receive the document via SIPRNET, provide the POCs valid SIPRNET address in addition to the mailing address, POC, and CAGE code. All key personnel who will be working on this program are required to have a final SECRET clearance or higher. The Government will not be liable for the cost of proposal preparation and submission. Proposals must be submitted in accordance with this announcement and the PIP. There will be no other solicitation issued in regard to this requirement. Proposers should be alert for any BAA amendments that may be published on the FedBizOpps website. ORGANIZATIONAL CONFLICT OF INTEREST: Each cost proposal shall contain a section satisfying the following requirements: awards made under this BAA are subject to the provisions of the FAR, subpart 9.5, Organizational Conflict of Interest. All Proposers and proposed subcontractors must affirmatively state whether they are supporting any DARPA technical office(s) through an active contract or subcontract. All affirmations must state which office(s) the Proposer supports and identify the prime contract number(s). Affirmations shall be furnished at the time of proposal submission and the existence or potential existence of organization conflicts of interest, as that term is defined in FAR 9.501, must be disclosed. This disclosure shall include a description of the action the Proposer has taken, or proposes to take, to avoid, neutralize, or mitigate such conflict. If the Proposer believes that no such conflict exists, then it shall so state in the section. It is the policy of DARPA to treat all proposals as competitive information and to disclose the contents only for the purposes of evaluation. The Government intends to use non-Government personnel as special resources to assist with the logistics of administering the proposal evaluation and providing selected technical assistance related to proposal evaluation. These support personnel are restricted by their contracts from disclosing proposal information for any purpose and are required to sign Organizational Conflict of Interest Non-Disclosure Agreements. By submission of its proposal, each Proposer agrees that proposal information may be disclosed to those selected contractors for the limited purpose stated above. Any information not intended for limited release to support contractors must be clearly marked and segregated from other submitted proposal material.
