Small Rural Hospital Improvement Program: The primary purpose was to help small rural hospitals meet the costs of implementing data systems required to meet requirements of the Medicare Prospective Payment System (PPS). Funding for this program was first provided by the Labor/HHS Appropriations Act for FY2002 in which conference report language expanded the purpose of this grant program to also help small rural hospitals comply with provisions of Health Insurance Portability and Accountability Act(HIPPA) of 1996, to reduce medical errors and support quality improvement.

Additional Information on Eligibility
All small rural hospitals located in the United States and the territories, including aith-based hospitals, are eligible. For the purposes of this program, 1.) "small" is defined as 49 available beds or less, as reported on the hospital's most recently filed Medicare Cost Report; 2.) "Rural" is defined as located outside a metropolitian statistical area; or located in a rural census tract of an area as determined under the Goldsmith Modication or the Rural Urban Communitng Areas; and 3.) "Hospital" is defined as a non-Federal, short-term, general acute care facility. Hostpials may be for-profit or not-for-profit. Tribally operated hospitals under Titles I and V of P.L. 93-638 are eligible to the extent that such hospitals meet the above criteria. All designated critical access hospitals are also eligible.Eligible hospitals must submit an application to their State Office of Rural Health which describes their need, and intended use and expenditure of grant funds. In turn the SORH will prepare and submit a single grant application to HRSA on behalf of all hospital applicants.
