South Africa USAID-Pretoria Grant: General Information Document Type: Pre-solicitation Notice Solicitation Number: 674-11-0013 Posted Date: December 9, 2010 Response Date: January 05, 2011 Contracting Office Address USAID/Namibia Private Bag 12028, Ausspannplatz 39 Post Street Mall, 6FL Windhoek, Namibia Description USAID/Namibia announces its intention to invite comments and suggestions on a draft Program Description for the implementation of a Cooperative Agreement "Strengthening HIV Prevention in Namibia" as part of PEPFAR activities in Namibia. USAID/Namibia intends for this to a limited eligibility competition among local private voluntary organizations (PVO) in Namibia. A draft definition of a local PVO is included in the document. Organizations are welcome to provide comment on the definition. The goal of the program is to increase adoption of safer sexual behaviors through improved and expanded HIV prevention interventions and changes in social norms that facilitate transmission through four expected results: Improved coverage of high quality social and behavioral change interventions focused on drivers of the HIV epidemic; Improved retention of beneficiaries engaged in behavioral change interventions focused on drivers of the HIV epidemic; Improved quality of interventions focused on drivers of the HIV epidemic; and Improved enabling environment for sustaining HIV prevention interventions. USAID/Namibia invites comments and suggestions on the attached draft Program Description from firms and organizations and other interested parties. Eligible organizations are strongly encouraged to review the document, provide comments, and consider submitting proposals in response to the resulting final RFA. The purpose of posting this draft Program Description is to enhance the quality of the RFA. Comments and suggestions received may be considered as the RFA is finalized. USAID/Namibia is soliciting comments and suggestions from interested parties, in order to further refine the draft PD. Comments will be appreciated and considered as we finalize the RFA for the proposed Cooperative Agreement however comments may or may not be incorporated in the Program Description. The period of performance is expected to be four years starting on or about March 2011. No information on pricing, competition, Instructions to recipients or Evaluation Criteria is available at this time. Please refrain from submitting questions or requests for clarifications in regards to these sections, as responses will not be provided. Do not submit a proposal in response to this draft.
