Stanford Leadership Training Modules: This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities without competition. OVERVIEW The purpose of this Cooperative Agreement is to establish a partnership with Stanford University Graduate School of Business for the purpose of developing a series of public sector training modules for its use in presenting leadership training across a wide range of audiences and venues, and to allow those modules to be a training tool of the NPS in its efforts to enhance leadership training. NPS leadership feels that by partnering with a proven academic institution with the credentials of the Stanford Graduate School of Business, not only will NPS vignettes be developed into exemplary teaching tools that will benefit the public both nationally and globally, but the NPS in turn will be able to use the extensive collection of teaching modules that already exists at the University in exposing NPS leaders to a wide range of private and military examples of leadership in action. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN This project will include the development and production of case studies videos and learning modules for schools, universities, private corporations and public sector bureaus to use in their leadership development programs across the country, and to provide the NPS with a recognized learning template for improving leadership training within the NPS. In addition, Stanford will provide the NPS with feedback and analysis of student reactions to the scenarios as they are used by a wide range of schools and groups nationally. RECIPIENT INVOLVEMENT 1. Expand its long-standing leadership development program by working with the NPS to identify, design, and produce a series of case study training videos, and online study modules, including but not limited to a video interview using selected NPS staff, a teaching/lesson plan for instructional use, developed learning objectives/outcomes, and suggested strategies for facilitating dialogue and discussion, in class and on-line. These training tools will add a critical piece to its overarching leadership development program for the School. In addition, Stanford agrees to provide unrestricted access to these training modules to the academic community, private and corporate clients, and to the NPS now and in the future for use in any and all teaching and learning environments on a global level. 2. Provide technical support for the design, development, video-recording and editing of the interviews, as well as instructional design of each case study and supporting modules to include standard components, conforming to established templates in place at Stanford. 3. Utilize NPS provided leaders as protagonists and provide appropriate briefing materials to them to prepare for and complete the interview process. 4. Modify templates, production processes, and online functionalities to the extent possible to accommodate particular NPS needs without compromising internal requirements or policies of the University. 5. Include NPS training modules as public sector examples of leadership, and provide NPS with analysis and critical review of each case study to further NPS knowledge and use of leadership training opportunities. NATIONAL PARK SERVICE INVOLVEMENT 1. Provide input and recommendations to the University for developing each case study and module, tailoring the standard format to make the most of the public sector outcomes desired. 2. Provide an internal recruitment and nomination process to provide qualified candidates addressing specific leadership learning outcomes relevant to the NPS and for use by the University. 3. Provide feedback and input to faculty and staff of the University to allow for modifications, improvements, or changes to the structure of the case studies and modules in the best interests of serving the learning outcomes desired by both the University and NPS.
