State, Local, Tribal and Territorial (SLTT) Security Operations Center (SOC) Information Sharing and Analysis Center (ISAC): The purpose of this cooperative agreement is to foster relationships among critical infrastructure cyber owners and coordinators within the SLTT sector for the benefit of all. This trusted community of volunteers is primarily focused on sharing timely, actionable and relevant cyber information with each other including intelligence on threats, incidents and vulnerabilities that can include data such as indicators of compromise; tactics, techniques, and procedures (TTPs) of threat actors; advice and best practices; mitigation strategies; and other valuable materials. Sharing occurs by means of both people and machines. The awardee promotes advancement of this expansive capacity via a 24x7 Security Operations Center (SOC) Information Sharing and Analysis Center (ISAC). The awardee is consistently engaged with external partners including federal government, law enforcement, vendor community, other ISACs and associations to facilitate cyber situational awareness and inform risk based decision-making across sectors. By technically integrating the SLTT cyber ecosystem, and empowering cyber expertise and situational awareness across the SLTT trusted circle, the community will collaboratively serve to protect and improve defenses for the nation's SLTT and its critical infrastructure sub-sectors.
