Strategic Health Partnerships Initiative: Building on the success of the 2005 Bratislava Presidential Agreement for HIV/AIDS, the primary objective of this three-year Strategic Health Partnerships Initiative (SHPI) is to expand ongoing partnerships to strengthen U.S./Russia relations in the health sector and bolster U.S. and Russian capacity, working together to address HIV and other infectious diseases. The health sector has proven to be an effective vehicle for U.S./Russia diplomatic partnership on issues of global significance, and the new initiative will sustain a high-level connection between the U.S. Government (USG) and the Russian Ministry of Health and Social Development (MOHSD) which already enjoys a high degree of Russian support. During the 60th World Health Assembly held recently in Geneva, officials from the MOHSD met with the USG Delegation to review progress on the Bratislava agenda and re-affirmed their interest in expanding U.S./Russia collaboration on health to other areas. The proposed activities for the SHPI support Russias National Health Project and represent a valuable avenue for positive collaboration with the Government of Russia (GOR) on global public health issues. Bilateral collaboration with the GOR on areas of mutual concern in health can strengthen diplomatic ties and provide a strong foundation for other areas of cooperation. Building partnerships between U.S. and Russian health professionals now, as Russia re-engages as an international donor, represents a valuable opportunity to jointly develop common approaches and reinforce internationally-recognized best practices for address global health problems.
