Strengthening Ecuadorian Justice Project: Mod. 1 to RFA - To extend closing date and to answer to questions submitted (Please go to Synopsis, Full Announcement, and Mod.1 is posted as Revised Full Announcement 1).The United States Agency for International Development (USAID) is seeking applications for Assistance Agreements from qualified organizations interested in implementing a program entitled "Strengthening Ecuadorian Justice Project." This is a full and open competition, under which any type of organization (U. S. or non-U.S., large or small commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete.Applicants under consideration for an award that have never received funding from USAID will be subject to a pre-award audit to determine fiscal responsibility, ensure adequacy of financial controls and establish an indirect cost rate.Subject to the availability of funds, USAID intends to issue an award with a total estimated cost in the range of $5,600,000 to $6,611,000 covering a total estimated period of three years. USAID reserves the right to fund any or none of the applications submitted. Applicants should design their proposed budgets based on an initial obligation of $2,564,000.Award will be made to the responsible applicant whose application offer the greatest value to the U.S. Government. Issuance of this RFA does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of an application. Furthermore, the Government reserves the right to reject any and all applications, if such action is considered to be in the best interest of the Government.All information required for the submission of an application will be contained in the electronic RFA and attachments, posted with this pre-solicitation Notice. This RFA and any future amendments can be downloaded from http://www.grants.gov. Interested parties are advised to periodically monitor the above website for updates concerning this procurement.
