Strengthening Equitable Education for the Deaf (SEED): USAID/Rwanda Strengthening Equitable Education for the Deaf (SEED) The overall objective of the Strengthening Equitable Education for the Deaf (SEED) Activity is to improve reading outcomes for pre-primary and lower primary school learners who are deaf or hard of hearing (D/HH) by the end of Primary 3 (P3 or Grade 3) in Rwanda.
