Structural Technology Evaluation Analysis Program (STEAP): The Structures Division (AFRL/VAS) has been conducting research and development programs through the Analysis and Support Initiative For Structural Technology (ASIST) program. ASIST is a Indefinite Delivery/Indefinite Quantity (ID/IQ) program. ASIST is ending and the need exists to establish another basic contract vehicle to have the ability to perform a variety of research and development programs. The program detailed in this solicitation will continue the Structures Division capability to conduct a variety of research and development programs through the basic ID/IQ contract that will be awarded. In conducting the various R&D programs it is anticipated that the offeror will have to establish teaming arrangement with universities, small and large companies to accomplish the research and development programs. The offeror will also manage and facilitate the transition/integration of the various technologies among the research and development task orders, industry and government organizations during the execution of the basic program.
