Technical Assistance for Implementation of the Environmental Quality Incentive Program in Florida: **Note** Not all counties in Florida need to be addressed; therefore, please specifically identify the county or counties you are interested in carrying out the work in when submitting your proposal. The successful applicant will be responsible in assisting NRCS in providing assistance in evaluating EQIP applications using a standard set of evaluation criteria furnished by NRCS, and preparing cost estimates relating to NRCS conservation practices using EQIP cost lists. The successful applicant will be responsible for verifying and documenting the need for a technical practice requested by a potential participant based on NRCS' s practice standards and specifications, developing preliminary practice designs and layout the practice boundaries based on specific site conditions, developing preliminary materials quantity lists and practice cost estimates, documenting the practice extent needed and the anticipated timeframes for implementing the practice, finalizing the practice design with the participant, collecting necessary surveyor GPS locator points, coordinating NRCS' development of a conservation plan in Toolkit and a program contract in ProTracts, ensuring final program contract approval prior to practice implementation and reporting the completed practices into the NRCS Progress Reporting System. The selected applicant(s) may also provide technical assistance to land users who are implementing conservation practices approved in prior year EQIP contracts where implementation is scheduled for the current fiscal year. Other products to be delivered include assisting with biological and cultural resource assessments. A variety of conservation practices may be involved based on the resource concern and may include all conservation practices listed in the Florida NRCS Field Office Technical Guide. All services provided in conservation planning, conservation practice application, and other technical assistance provided must meet USDA-NRCS practice standards and specifications as set forth in Section IV of the Florida NRCS Field Office Technical Guide, Departmental manuals, handbooks, and guides. The selected applicant(s) shall report in the NRCS Progress Reporting System, the appropriate data elements associated with the technical services provided to EQIP participants. Applicants must be certified as Technical Service Providers (TSP) meeting the NRCS national criteria established for certification in the category(ies) for which they apply. The certification criteria is located in TechReg, an NRCS web based certification application program at http://techreg.usda.gov . NRCS anticipates being substantially involved in carrying out the work covered by this cooperative agreement. NRCS will also provide a representative to participate in the planning and management of the cooperative agreement and coordinate activities. NRCS will provide program oversight and will provide agency software, forms, and other resource information.
