Technical Assistance to the Survivors of Torture Program: The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) announces the availability of funds for a cooperative agreement to provide technical assistance to organizations serving survivors of torture. The goal of the Technical Assistance to the Survivor of Torture (TA SOT) program is to ensure that these direct service organizations have the training and resources needed to provide quality, integrated, and sustainable care to survivors and their families throughout the United States. The objectives of the TA SOT program are to: 1) build the service capacity of Direct Services to Survivors of Torture (DS SOT) grantees and other ORR-funded organizations to provide quality care to survivors; 2) foster collaboration between DS SOT organizations, other ORR-funded service providers, and mainstream health and behavioral health providers to deliver integrated care to survivors of torture; and 3) assess and strengthen the quality and sustainability of DS SOT grantees to ensure that services are available to survivors beyond the project period.

- As referenced in 45 CFR § 75.215(b), no HHS funds may be paid as profit to any recipient even if the recipient is a commercial organization. Profit is any amount in excess of allowable direct and indirect costs. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith-based organizations are encouraged to review the ACF Policy on Grants to Faith-Based Organizations at: http: //www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
