The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE): USAID/India's proposed HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) will play a critical role in strengthening host country human and institutional technical capacity in support of the National AIDS Control Program-III/IV (NACP-III/IV), thus helping to develop a sustainable response to the HIV epidemic at national, state, and district levels. Specifically, the project will support national prevention efforts in stabilizing or reversing the epidemic through developing innovative models in strengthening systems, institutions and human capacity at national and state levels to deliver high quality prevention services. Secondly, the project will assist the Government of India (GOI) to scale up innovations and develop approaches to foster replication of effective interventions in countries with similar epidemics.

USAID's goal through this component is to target truly local organizations, which would not include subsidiaries or franchises or branches or similar business arrangements of international organization with a mere local office established in India. * To be considered an eligible applicant, the entity must meet the following criteria. * Incorporated or legally organized under the laws of India, Operating as a going concern in India; and either 1.) Managed by a governing body, the majority of whom are citizens or lawful permanent residents of India, or 2.) Employ citizens or lawful permanent residents of India, in more than half its permanent full-time positions and more than half of its principal management positions
