This RFA targets a key result which is to strengthen the correct use of effective family planning methods by women of reproductive age in order to reduce unintended or mis-timed pregnancies: RFA Issuance Date: December 21, 2004 RFA Amendment 1: January 19, 2005 RFA Closing Date: February 4, 2005 RFA Closing Time: 2:00 PM (Nigerian time) SUBJECT: USAID/Nigeria Request for Applications (RFA) Number 620-05-004 on Contraceptive Social Marketing AMENDMENT NO. 1 The subject RFA is hereby amended to: (1) Extend the closing date of the applications submission from January 31st, 2005 at 2:00 p.m. to February 4th, 2005 at 2:00 p.m.; (2) Add $1 million to the total funding of the program from $12.5 million to $13.5 million (this additional funding $1 million shall be used to increase the depth of the campaign to address barriers to family planning); and (3) Share the responses that our Mission has provided on the following questions received from potential applicants: Question No. 1: Please confirm that the 10% cost share requirement can be met by any of the following: program income; a non-US government grant; duty exemptions; and time donated by Board members. Answer No. 1: The definition of cost share can be found in the 22CFR 226.23 Question No. 2: Will the project resulting from this RFA be covering all of Nigeria, or will it only target USAID focal states? If it will be limited to USAID focal states, will it be the COMPASS or GHAINS states or a combination? Working in the COMPASS states may result in duplication of efforts. How does USAID view working outside the COMPASS states (i.e. working in a combination of the GHAINS states and other states outside of the USAID focal states)? Answer No. 2: It is expected that the project that results from this RFA will be national, covering all the 36 States and the Federal Capital Territory. USAID does not expect social marketing of contraceptives to be restricted to certain states, but make contraceptives widely available throughout Nigeria. This is listed as one of the anticipated program results (See Program Description). USAID does not expect duplication of efforts in the implementation of the project that results from this RFA but synergies with other USAID activities in the states where these projects are being implemented. SO13 expects dialogue, collaboration and delineation of activities in those states. Question No. 3: How would you recommend an organization show that "there has been approval of the organization's accounting system by a US Government agency?" Would a letter from USAID suffice? (Page 11) Answer No. 3: Please refer to the whole section of the RFA on Financial Resources (p.11-12). The organization should provide in the application either a copy of the certification made to USAID/Washington or the required documents listed on page 12. Question No. 4: What should the procurement plan for commodities include? Would estimated amounts needed and target dates for delivery are acceptable? Some of the commodities which will be delivered to clients as contained in the RFA are not provided by USAID. Can an organization mention alternative sources of these commodities and also include a procurement plan? Answer No. 4: The procurement plan shall include the description/type of the commodities expected to be procured, unit costs, unit, total price and source/origin. Applicants should consider the eligibility rules for commodities on source, origin and nationality as prescribed by the 22CRF228. The procurement plan shall only provide the list of commodities to be procured from the USAID funds. If there are any commodities which will not be provided/paid by USAID, these can be listed in the cost share contribution. Question No. 5: Please confirm that commodities should not be considered part of the $12.5 million budget, and that they will be provided separately. Answer No. 5: The following commodities like Duofem Oral Contraceptives, Depo-Provera Injectable, and CuT 380A IUD will be provided separately by USAID and therefore, are not part of the $12.5 million budget. Question No. 6: Does enhancing a "strengthened enabling environment" include an improved government policy towards family planning, or does it mean enhancing local capacity to provide family planning or both? Answer No. 6: USAID expects that the Recipient of the award resulted from this RFA will propose and implement activities that will contribute to achieving the Intermediate Result (IR) Strengthened Enabling Environment. This includes activities improving government policy towards family planning and enhancing local capacity to provide family planning. We expect that these activities will be in consonance with what other projects are doing to achieve the IR. Question No. 7: What level of relationship and support will be allowed with the public sector and government parastatals? E.g. can the government or government agencies and parastatals receive direct funds from the recipients of this award? Answer No. 7: This national Contraceptive Social Marketing Program will be expected to collaborate with the public sector but not to provide commodities to government. Activities of government that are necessary to buy-into such as National Behavior Change Communication Strategy will have to be considered. No, government agencies or parastatals can not receive direct funds from the Recipient of the award that results from this RFA. Question No. 8: Will this proposal fund the procurement of packaging materials for over-branded commodities? Answer No. 8: USAID expects Applicants to identify their needs in terms of commodity branding and packaging and therefore budget for them accordingly. USAID will support procurement of packaging materials. Question No. 9: Must this proposal fund a dedicated BCC specialist at 100% LOE, or can an organization leverage an existing BCC Specialist and r resources/capacity? Answer No. 9: Behavior Change Communication will be a critical component of the project that results from this RFA and therefore will require 100% LOE.
