This announcement is to provide public notice of the National Park Service's intention to award a task agreement under a previously competed or single source justified master cooperative agreement. ABSTRACT Funding Announcement Number NPS-DOIP18AC00338 Project Title Trail Maintenance on the Portage Creek (Joe Thompson) Trail Recipient Student Conservation Association Anticipated Federal Funding $26,647.31 Non-federal Cost Share $41,815.77 Anticipated Period of Performance 6/8/2018 – 7/6/2018 Award Instrument Task Agreement Statutory Authority 16 USC 1723 (c), CFDA # and Title 15.931 ARTICLE I – BACKGROUND AND OBJECTIVES Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS), and the Student Conservation Association (SCA) for the purpose of placement of college-aged individuals and other qualified persons who volunteer their services through SCA in exchange for training and educational experience in resource management and conservation programs. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation in the NPS SCA Academy. The Purpose of the academy is to provide college students from diverse backgrounds with an introduction to the National Park Service and the various employment opportunities within the service. The program will begin to build a pathway designed to lead students to a career with the NPS and/or will assist in creating the next generation of conservation stewards. ARTICLE IV – STATEMENT OF WORK This task agreement specifies a partnership project between the NPS and the SCA which involves placement of one youth trail crew (8 people) at Lake Clark National Park and Preserve within the Division of Facility Maintenance to participate in the park's maintenance programs. Brushing and clearing an existing trail at Portage Creek (Joe Thompson Trail), a 3.2-mile natural trail extending from the Joe Thompson Cabin to alpine areas in the Upper Portage Creek drainage. A variety of hand-tools will be used for brush clearing and removal of downed vegetation. The remote nature of this site will require the crew to live in tents for four, ten-hour days at a time. The NPS will provide staff and supervision on-site. The work will occur for four (4) weeks. Assist with the recruitment and selection of two (2) crew leaders for this project. Provide Supervision for the youth crew. Provide living allowance, insurance, and Americorps awards (when applicable). Provide for transportation to and from Port Alsworth, AK and subsistence during the period of performance. Provide for in-service commercial travel during the project period of performance. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations. Provide 25% matching funds. NPS Responsibilities: Monitor and provide Federal oversight of activities performed under this agreement. Monitoring and oversight includes review and approval of financial status and performance reports, payment request, and tasks identified below. Additional monitoring activities may include site visits, conference calls, and other on-site and off-site monitoring activities. At the Recipient's request, NPS may also provide additional technical assistance to the Recipient in support of the objectives of this agreement. Substantial involvement by NPS is anticipated during the period of performance of this agreement. In support of this agreement NPS will be responsible for the following: Provide general orientation to park operations, NPS mission, and safety training. Provide a NPS technical representative, Buck Mangipane, to be on-site with the SCA interns to assist with specifics of the project as needed. Provide all necessary equipment and supplies applicable for performing required tasks. Provide funds for housing the SCA crew. Provide a written completion evaluation from Lake Clark National Park and Preserve per project evaluating the outcome and SCA's performance of that project. The Recipient and NPS, jointly, agree: That no change in financial assistance amount, term of project, SCA participant (including backfilling), or any other provision of this task agreement shall take place without the execution of a written modification documenting the change(s) signed by the Agreements Officer.
