U.S. Embassy Dakar PAS Annual Program Statement: Purpose of Small Grants: Public Affairs Section Dakar invites proposals for programs that advance strategic objectives and strengthen the ties between the United States and Senegal or between the United States and Guinea-Bissau. All programs must include an U.S. element, or a connection with U.S. expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. This can also include the involvement of Senegalese or Bissau-Guinean alumni of U.S. government exchange programs. Priority Program Areas: Suggested project topics include: - Promoting democratic values and good governance - Countering violent extremism - Countering trafficking in persons/forced child begging - Increasing opportunities for youth - Promoting women's empowerment Participants and Audiences: Including but not limited to; youth, populations in rural regions, civil society actors, local leaders, or journalists in Senegal and/or Guinea-Bissau. FEDERAL AWARD INFORMATION Length of performance period: Three to 12 months Number of awards anticipated: 6 awards (dependent on amounts) Award amounts: awards may range from a minimum of $10,000.00 to a maximum of $25,000.00 Total available funding: $100,000.00 Type of Funding: Fiscal Year 2019 Smith-Mundt Public Diplomacy Funding Anticipated program start date: September 30, 2019 This notice is subject to availability of funding. Funding Instrument Type: Grant Program Performance Period: Proposed programs should be completed in 12 months or less. The Department of State will entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State. C. ELIGILIBITY INFORMATION Eligible Applicants The Public Affairs Section encourages applications from Senegal and Guinea-Bissau: Registered not-for-profit organizations and associations, including think tanks and civil society/non-governmental organizations and associations with programming experience Non-profit or governmental educational institutions For-profit or commercial entities are not eligible to apply. Other Eligibility Requirements Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding. In order to be eligible to receive an award, all organizations must have a Data Universal Numbering System (DUNS) number from Dun & Bradstreet, as well as a valid registration on www.SAM.gov. Please see Section D.3 for information on how to obtain these registrations. All organizations must have a bank account, a physical address, and an accounting system. D.
