U.S. Embassy Managua - Annual Program Statement: The U.S. Embassy Public Affairs Section - Small Grants Program award grants to U.S. and Nicaraguan individuals and non-profit and non-governmental organizations with legal status to support innovative projects focused on empowering Nicaraguans through educational and entrepreneurial opportunities. The Small Grants Program cannot fund the following activities: projects supporting primarily partisan political or religious activity; international air travel unless essential to the goal of the project; humanitarian or charitable activities; scientific research; institutional development per se or support of an organization; activities that duplicate existing projects; construction and infrastructure; vehicles; salaries as the main purpose of the grant; refreshments as the main element of the grant. The PAS Small Grants Program will evaluate and score proposals according to the following criteria: 1. Quality of the program. 2. Ability to achieve program objectives. 3. Project evaluation. 4. Budget and narrative justification. A review committee will evaluate submitted proposals and funding decisions will be issued on a rolling basis in February, May and July 2020. All awards are subject to funds availability. Recipient cost-share is encourage, but is not required. To apply, please complete all the required forms and submit them via e-mail to [email protected] and write "Grant Application" in the subject line. Applicants can find the required forms for this funding opportunity under Related Documents and Package tabs. The application package must have: 1. Proposal form. 2. Application form for Federal Assistance (SF-424 for organizations or SF-424i for individuals). 3. Detailed budget (the budget narrative, the SF-424A form and the SF-424B form for organizations that have not registered in SAM.gov and have not completed their online representations and certifications since February 2, 2019). 4. For organizations, proof of online registrations in the DUNS, NCAGE, and SAM.gov systems. All organizations must update their online registrations every year. No fees are involved. 5. Key contact form and CVs (maximum 2 pages per CV). 6. The SF-LLL Disclosure of Lobbying Activities form. The SF-LLL form applies to U.S. organizations and citizens engage in lobby activities only. IMPORTANT: due to COVID 19 crisis, consider carefully the start date of your programs and try to foresee different scenarios that might cause problems or delays due to the health crisis or an unrest situation in the country. IMPORTANT: due to the current COVID 19 crisis, the requirement for SAM.gov registration has been relaxed at the time of the application package submission. Nevertheless, if the application is recommended for funding, the SAM.gov registration fully applies and the grantee must provide proof of registration, at the time of the award. Please submit your applications in PDF, WORD, EXCEL or JPG formats. The Embassy cannot receive e-mails with zipped attachments that contain WinZip or WinRAR extensions. We do not provide any pre-consultation for application related to questions that are addressed in this Annual Program Statement. Once an application has been submitted, State Department officials and staff may not discuss this competition with applicants until the entire proposal review process is completed.
