U.S.-Qatar Strategic Partnership Initiative: Economic, Technology, and Security Cooperation (Freedom 250 Commemorative): The U.S. Department of State’s Embassy Doha announces an open competition to implement a program to advance concrete U.S. economic, technological, and security interests in Qatar. This is not a call for traditional cultural programming. What We Fund: Projects that position U.S. firms and technologies as Qatar's preferred partners; demonstrate how America's open society drives innovation; strengthen U.S.-Qatar security cooperation; and use Freedom250 to showcase American excellence in ways that support strategic objectives. What We Require: Clearly defined target audiences, specific measurable objectives, concrete impact metrics, and strategic alignment with U.S. interests. Four Themes (choose at least one): 1. Strategic Economic and Technology Partnership 2. Open Information, Free Inquiry, and Innovation 3. Sovereignty, Security, and the U.S. as High-Trust Partner 4. American Heritage, Excellence, and Freedom 250 (must connect to contemporary U.S. strengths) The overarching goal of this NOFO is to make America safer, stronger, and more prosperous by focusing public diplomacy resources on initiatives that directly support U.S. national interests while deepening U.S.–Qatar cooperation.
