USAID/Demcratic Republic of Congo School Fees Pilot in Holistic School Reform: The goal of this program is to promote holistic primary school reform in a minimum of 120 schools in targeted areas in the Democratic Republic of Congo. This holistic approach is characterized by such activities as improving the quality of and access to education; reducing certain school fees; and improving the management of school fees. Specifically, this program aims to provide equitable access to schools for all children, especially those who are vulnerable, such as war-affected, the poor, separated and abandoned children, and girls. For the purposes of this program, the reduction of school fees refers specifically to the range of costs incurred by parents to send and keep their children in school. In order to achieve the goal of this program, four results must be achieved: 1. Access to education increased, particularly for the most vulnerable children; 2. School fees costs borne by parents decreased in targeted areas through alternative financing mechanisms, an increase of income from IGAs and better management of school funds at the community level; 3. Quality of education improved through innovative educational activities and the delivery of education inputs in targeted areas; 4. School fees policy issues addressed at provincial and national levels.
