USAID Paraguay - Locally Led Development ADDENDUM (#22): This program is authorized in accordance with the Foreign Assistance Act of 1961, as amended. USAID Paraguay is seeking concept notes from eligible entities to implement the Local Works Program described in this Addendum to the Locally Led Development APS 7200AA19APS00007. Eligible applicants interested in applying for this funding opportunity are encouraged to read this Addendum thoroughly to understand the type of program sought, application submission requirements and selection process. Through this Addendum to the Locally Led Development Annual Program Statement (APS) No. 7200AA19APS00007, USAID/Paraguay is making a special call to strengthen the capacity of Paraguayan organizations to be more equipped to lead and respond to development issues, while leveraging local resources, capacity, and assets in a collaborative manner among local stakeholders. This will be accomplished through the provision of technical assistance, training, and resource mobilization support to existing networks. These networks may include development organizations, academia, and public and private sector stakeholders. The technical assistance will promote sustainability and local leadership by engaging broad networks to respond to development issues through local solutions, using local resources, and sustaining results that matter to local organizations. The deadline for concept submissions is Friday, February 16, 2024 at 5:00 p.m. Paraguay Time. Subject to the availability of funds, USAID/Paraguay anticipates allocating up to USD $2,000,000 for one or more awards. USAID Paraguay solicita notas conceptuales de parte de entidades elegibles para implementar el Programa de Trabajos Locales descrito en esta Adenda a la Declaración Anual de Programas (APS) para el Desarrollo Liderado Localmente N.° 7200AA19APS00007. Se insta a los aplicantes elegibles interesados en aplicar a esta oportunidad de financiamiento a leer esta Adenda detenidamente para entender el tipo de programa que se busca, los requerimientos para el envío de aplicaciones, y el proceso de selección. Additional Information on Eligibility
Must be local entities in Paraguay. When determining if an entity is a local entity for the purposes of this APS, USAID will consider: Whether the entity is legally organized under the laws of Paraguay; Whether the entity has its principal place of business or operations in Paraguay; Whether the entity is majority owned and controlled by individuals who are citizens or lawful permanent residents of Paraguay; and Whether the entity is managed by a governing body, the majority of whom are citizens or lawful permanent residents of Paraguay. Entities cannot have received more than $5 million in direct funding (as a prime awardee) from USAID (Paraguay or globally) in the previous five fiscal years. Entities cannot be a U.S.-based organization. U.S.-based organizations are not eligible as prime awardees under this APS. Note: For purposes of this definition, majority-owned and managed by include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means.
