Unique and Innovative Space Technology: The National Aeronautics and Space Administration (NASA) is releasing a Unique and Innovative Space Technology Broad Agency Announcement (BAA) in support of the Office of Chief Technologist (OCT) Game Changing Technology Division. The BAA will be available on March 1, 2011, by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to "Open Solicitations." The Game Changing Technology Division (GCT), within NASA's Office of the Chief Technologist (OCT) is soliciting executive summaries, white papers, and proposals for research and development (R&D) for technology that is innovative and unique and promises to enable revolutionary (game-changing) improvements to the efficiency and effectiveness of our country's space capability. Novel (unique) capabilities are sought in any of the NASA Space Technology Grand Challenges or the NASA draft Space Technology Roadmaps. Responses may be submitted at any time while this solicitation is open. Responses will be reviewed and award decisions made throughout the year. As detailed in the BAA solicitation, the last dates for acceptance of each type of submission are as follows: Executive Summary Due Date: before 8 PM EDT, October 1, 2011 White Paper Due Date: before 8 PM EDT, November 1, 2011 Proposal due Date: before 8 PM EDT, January 3, 2012 All submissions; Executive Summaries, White Papers and Proposals shall be submitted electronically, and all proposers shall use NASA's proposal data system, NSPIRES (http://nspires.nasaprs.com ). In addition, the electronic proposals must be submitted by an authorized official of the proposing organization. Participation is open to all categories of organizations, including educational institutions, industry, nonprofit organizations, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), the Jet Propulsion Laboratory (JPL), NASA Centers, and other Government agencies. Every organization that intends to submit a proposal in response to this BAA must be registered with NSPIRES, and such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. Potential proposers and proposing organizations are urged to access the electronic proposal system(s) well in advance of the closing dates to familiarize themselves with its structure and enter the requested information. Specific proposal submission deadline dates, evaluation criteria, and submission information will be identified in the BAA. Submissions will be reviewed and award decisions made on proposals as submissions are received during the open period. Awards based on this solicitation are contingent on appropriated funds. This is a Broad Agency Announcement as specified in FAR 35.016 and NFS 1835.016. Notwithstanding the posting of this opportunity at FedBizOpps.gov, Grants.gov, or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement.
