University Crystalline Silicon Photovoltaics Research and Development: The SETP solicits applications for advanced and applied research and development, education and collaboration in crystalline silicon PV cell and module technology through this University Photovoltaic Crystalline Silicon R D Funding Opportunity Announcement (FOA). A single accredited college or university will be selected to conduct research and development activities to achieve the following: " Advance crystalline silicon PV cell and module technology and manufacturing processes that address the key barriers identified above; " Expand opportunities to educate undergraduate and graduate students in PV systems and manufacturing R D; and " Address ways to accelerate transferring PV technologies to industry for commercial production utilizing a model that appropriately protects proprietary interests for the mutual benefit of the selected university/college and the U.S. PV industry as a whole. This research is intended to foster measurable improvements over the current state of crystalline silicon PV cell and module technology while providing an integrated platform for education and collaboration with the PV industry as a whole. An education institution is generally perceived to be an unbiased source for the distribution of information and enhanced technology transfer. The successful completion of this work should result in lower-priced, more efficient photovoltaic cells and modules substantially closer to the LEC SETP goal. The award from this announcement will have requirements for reporting to DOE. Progress and financial status reports will be required on a quarterly basis. Peer and/or technical review meetings will be held approximately once per year. Stage-gate decision meetings will also be held consistent with the negotiated award schedule. Applicants should also assume travel for a kickoff meeting and review meetings. A detailed final report will be required at the conclusion of the project.
