Successful applicants selected under this announcement will be requested to submit these forms at a later date as determined by SBA.Program Announcement No. OWBO-2006-025 U.S. Small Business Administration / Office of Womens Business Ownership Federal Assistance to Sustain Womens Business Centers (WBC) That Have Completed the First 5-Year Term of the Regular WBC Program Opening: April 13, 2006Closing: May 18, 2006 at 11:59 pmThe U.S. Small Business Administration (SBA) plans to issue Program Announcement No.OWBO-2006-025 to invite organizations to apply for a second 5-year term as an SBA-funded Womens Business Center. An eligible applicant is an organization that successfully completed the first 5-year term; or a currently funded WBC recipient that is scheduled to complete the final year of its first 5-year project term. The successful applicant will receive a cooperative agreement award for one year plus 4 optional years, subject to continued authorization and funding, to continue providing counseling, training and other technical assistance to women who want to start or expand businesses. The authorizing legislation is Section 29 (1) of the Small Business Act, (15 U.S.C. Section 656 (1) (as amended by Public Law 109-108). The program announcement will be similar to the SBA Program Announcement No. OWBO-2006-024, which invites eligible private, nonprofit organizations to apply for the first 5-year WBC grant. A Womens Business Center is a community-based project that is funded by the U.S. Small Business Administration through a grant that requires matching funds. The project is a planned scope of activities that provide business skills services targeted to women. The project must operate as a distinct unit of the recipients organization having its own budget for staff, facilities, equipment and resources to carry out project activities. The WBC services must include long-term training and counseling to benefit nascent and existing small business concerns that are owned and controlled by women. Service areas must include financial, management, marketing, eCommerce and government procurement/certification assistance. Applicants must plan to include women who are socially and economically disadvantaged in the target group. The applicant may focus on specialized business categories to assist women who are veterans, have disabilities, and are in agribusiness, home-based businesses and living in Empowerment Zones, rural and urban areas, etc. Award recipients must provide non-Federal matching funds as follows: one non-Federal dollar for each Federal dollar. Up to one-half of the non-Federal match funds may be in the form of in-kind contributions and 50% of match must be in cash.
