15.678 - Cooperatiev Ecosystem Studies Unit: Funds are available to develop a statistical adaptive monitoring framework for sea otters in southeastern Alaska. The applicant must be able to: 1) develop a Bayesian hierarchical model for the purpose of estimating and forecasting occupancy and abundance of a spreading population of sea otters; 2) use the statistical forecast of the population as a basis for evaluating different candidate monitoring frameworks; 3) identify an optimal framework using design criteria; 4) test model performance and sensitivity with simulated and real data; 5) draft analytical procedures for use and implementation by staff biologists with limited statistical expertise; and 6) write final report (or manuscripts) and other products as necessary in a timely manner. This project addresses the Department of Interior financial assistance priority of creating a conservation legacy second only to Teddy Roosevelt by utilizing science to identify best practices to managing natural resources and adapting to a changes in the environment. In addition, this project will increase efficiency and scientific rigor, while reducing uncertainty in management of sea otters under the Marine Mammal Protection Act.
