9/11 Memorial Act Grant Program: The 9/11 Memorial Act Grant Program provides competitive grants for the continued operation, security, and maintenance of the on-site memorials of the events and victims of the September 11, 2001. For the purposes of this grant, these on-site memorials are referred to as ¿covered memorials¿. A ¿covered memorial¿ is defined as a memorial located in the United States established to commemorate the events of, and honor the victims of, the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, at the sites of the attacks. In addition, covered memorials must offer free admission to active and retired members of the military, registered first responders to the 9/11 attacks, and family members of victims of the attacks as well as offer free admission hours to the general public at least once per week.
