Afcec Gis Support Mapping: This funding opportunity is only available for the Colorado Plateau CESU region. REQUEST FOR STATEMENTS OF INTEREST NUMBER W9126G-20-2-SOI-1177 PROJECT TO BE INITIATED IN 2020 Project Title: AFCEC GIS SUPPORT MAPPING for 76 Air Force Installations Responses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by the US Air Force, which provides professional and technical support for its Integrated Natural Resources Management Plan (INRMP) in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act. Approximately $5,000,000 is expected to be available to support this project for the base year. Additional funding may be available for additional tasks and/or follow on work in subsequent fiscal years to the successful Recipient/Awardee. Background: The work shall involve: supporting the program manager (PM) through various program management duties including, update and maintain GIS map layers, offer cartographic/analytic support, develop 70 GIS map layers, and further approve upon the floodplain data layer by developing more detailed models for selected installations. The cooperator will also provide support for vegetation mapping to include gathering aerial photos, pre-delineating areas and performing field inventories to the National Vegetation Classification Standard (NVCS) Version 2 level 7 Alliance. The cooperator shall complete climate change assessments to be used for the future incorporation into installation's Integrated Natural Resources Management Plans (INRMPs). Type of Award: In accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) “the Secretary of a military department may enter into cooperative agreements with States, local governments, Indian Tribes, non-governmental organizations, and individuals” This project is in support of the Integrated Natural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated that a cooperative agreement through the CESU program will be awarded. Such awards may be administered through a CESU only upon mutual agreement and official authorization by both parties of the acceptance of the application of the CESU Network IDC rate (17.5%). Note: Must be a non-federal partner in the CESU Unit to be qualified to be considered. Brief Description of Anticipated Work: This research focuses on the following objectives: 1) Update and maintaining approximately 70 environmental map layers for the Air Force. Support should be provided both on-site and remotely. Work for USAFE will be performed in the US; however, cooperators may be required to make up to 3 trips per year to overseas locations being supported for meetings. 2) Provide cartographic/analytic support the Installation Support Sections (ISSs) and associated Air Force installations, Regional Support Branches (RSBs), and AFCEC. 3) Provide support for vegetation mapping which includes gathering aerial photos and loading them into the GIS and field systems (ArcPad or equivalent), identify and “pre-delineate” areas that need inventories from aerial photos, travel to the areas on the installation with GPS equipment, perform field inventories to the National Vegetation Classification Standard (NVCS) Version 2 Level 7 Alliance, and develop the vegetation map to the AF Adaptation of the current SDSFIE standard. 4) Develop, improve, and maintain flood plain data layer by developing more detailed flood plain models for selected installations. The data layers and associated reports will be delivered to AFCEC and the installations. 5) Complete a climate change assessment for Air Force INRMPs. Provide historical regional trends and projections of future climate or sea level rise relevant to the region. Research and compile information developed for other purposes (e.g., facilities risk assessments) to assess climate change impacts or adaptation strategies. Review existing INRMP management and provide a discussion of sustainability in the context of climate change in the management strategies section; NOTE: At this time we are only requesting that you demonstrate available qualifications and skills for performing the tasks listed above. You will be evaluated for request for a proposal based on skills and qualifications demonstrated in your SOI. Period of Performance. The base year of agreement will extend 12 or 18 months from award (dependent on funding) with 4 option years. Review of Statements Received: All statements of interest received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives.
