American River Fish Hatchery - Fish Mitigation: OVERVIEW The 2012 SEIS/EIR determined that prior phases of the Folsom JFP would temporarily impair recreational fishing opportunities in Folsom Lake and required impacts to fisheries to be compensated by re-stocking fish in the lake. The FWS Coordination Act Report for the Dam Modification Approach Channel requires compensation for losses to fish resources by stocking Folsom Reservoir with 6,000 catchable-size triploid (sterile) rainbow trout. A Memorandum for Record dated October 18, 2016 provides for Reclamation to complete this mitigation requirement. The California Department of Fish and Wildlife, American River Fish Hatchery has the jurisdiction to raise the fish and the jurisdiction to stock Folsom Lake. The average time it takes to grow catchable size fish at this State facility is a year and a half. The fish that California Department of Fish and Wildlife (CDFW) will be stocking for this project will be a mix of eggs they acquired in December 2015 and December 2016. CDFW will use a combination of the fastest growing fish from the 16 egg lots, and the slow growing fish from the 15 egg lots. To accommodate the need to expedite this mitigation requirement, CDFW will schedule to start the stocking in Fall of 2017 and end in Spring 2018. All of the project work will be completed by the spring of 2018. This schedule may fluctuate if water temperatures are not satisfactory to CDFW standards. Once awarded and logistics with project partners are completed a detailed work schedule will be completed. RECIPIENT INVOLVEMENT The Recipient shall carry out the Scope of Work in accordance with the terms and conditions stated herein. The Recipient shall adhere to Federal, state, and local laws, regulations, and codes, as applicable, and shall obtain all required approvals and permits. Identify an individual who will serve as liaison and point of contact for timely response to assignments, provide uninterrupted flow of information, and compliance with this Agreement. Work in cooperation with Reclamation to minimize or reduce operational deficits, such as entering into agreements with other local agencies to offset operation costs incurred from trails program. Meet annually to ensure communications, administration, operations, maintenance, and development review procedures are adequate. RECLAMATION INVOLVEMENT No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamation's involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc. SINGLE-SOURCE JUSTIFICATION Reclamation did not solicit full and open competition for this award based the following criteria: (4) UNIQUE QUALIFICATIONS Single Source Justification Description: The California Department of Fish and Wildlife, American River Fish Hatchery has the jurisdiction to raise the fish and the jurisdiction to stock Folsom Lake. STATUTORY AUTHORITY Public Law 85-624 Fish and Wildlife Coordination Act, Section 2(1) Section 2(1) “For the purpose of recognizing the vital contribution of our wildlife resources to the Nation, the increasing public interest and significance thereof due to expansion of our national economy and other factors, and to provide that wildlife conservation shall receive equal consideration and be coordinated with other features of water-resource development programs through the effectual and harmonious planning, development, maintenance, and coordination of wildlife conservation and rehabilitation for the purposes of this Act in the United States, its Territories and possessions, the Secretary of the Interior is authorized (1) to provide assistance to, and cooperate with, Federal, State, and public or private agencies and organizations in the development, protection, rearing, and stocking of all species of wildlife, resources thereof, and their habitat, in controlling losses of the same from disease or other causes, in minimizing damages.
