America's Great Landscape Stewardship Grant Program: The Service shall: 1. Appoint an individual (the Service Project Officer) who shall represent the Service and the Service in carrying out its obligations under this Agreement. 2. Provide funds to the Foundation for accomplishment of its tasks identified herein as the responsibility of the Foundation to carry out the purposes of the Cooperative Agreement set forth in Section III. 3. Assist the Foundation in developing the Great Outdoors America Request For Proposals. 4. Review and select project to be funded through this program. 5. In partnership with the Foundation, coordinate as appropriate with other DOI agencies, and other organizations to ensure accomplishment of the Great Outdoors America grant program. 6. Provide oversight to the Foundation and subrecipients to ensure program implementation proceeds as prescribed through Sections II and III of this Agreement. B. The Foundation shall: 1. Appoint an individual (the Foundation Project Officer) who shall represent the Foundation in carrying out its obligations under this Agreement. 2. Maintain funds subject to this Agreement in an interest bearing or investment account that is separate from all other Foundation accounts and that is a member of the Federal Deposit Insurance Corporation. 3. Develop, in coordination with the Service a Great Outdoors America Request For Proposals. 4. Organize and convene a review panel that includes representative(s) from DOI, the Service, and other experts as needed to assist in the project selection. 5. Manage grants funded through this Agreement and ensure that subrecipients are coordinating their projects with appropriate state and federal agency staff. 6. Provide a programmatic report on status of all grants funded by this Agreement annually by December 31, to the Service Project Officer. 7. Submit quarterly financial reports to the Service Project Officer using SF 425 for all activities occurring under the scope of this Agreement. In accordance with Department of the Interior Policy, delinquent submittal of SF 425 reports may result in suspension or termination of this Agreement. 8. Within 90 days after completion of this Agreement, forward the Service Project Officer the final programmatic report summarizing program accomplishments for all activities occurring under the scope of this Agreement. 9. No later than 90 days after completion of this Agreement, provide a final financial report using SF 425 to the Service Project Officers.

The Foundation has an official and pivotal role in delivering the Presidents initiative for Americas Great Outdoors (AGO), and the grant program established with this funding is part of that initiative. The Foundation will implement a collection of grant programs and funding initiatives to help deliver the AGO initiative, and the grant program established with this funding is one part of that collection. The Foundation was established by Congress for the express purpose of furthering conservation and management of fish, wildlife, and plant resources for present and future generations, and a large part of the Foundations work is managing and leveraging grant funding. The Foundations establishing legislation gives it unique rights and clear authority to accept funds from any legal source, and especially from Federal agencies, to further its conservation mission.
