Automation & Management of Cultural Resources: This Agreement between the U.S. Bureau of Reclamation, Upper Colorado Region (Reclamation) and the State of New Mexico's Historic Preservation Division (State) is designed to facilitate information sharing and data management pursuant to two sections of the NHPA. 54 U.S.C. § 306131 (a)(1)(C) of NHPA requires Federal agencies to ensure that records and other data, including data produced by historical research, archaeological surveys, and archaeological excavations are permanently maintained in appropriate data bases and made available to potential users. Furthermore, § 302303(a) and (b)(1) states that State Historic Preservation Officers shall administer historic preservation programs in cooperation with Federal agencies and, as part of their program, SHPOs shall direct and conduct a comprehensive statewide survey of historic properties and maintain inventories of such properties. Because of these mandates, and because of their previous work in establishing and maintaining a statewide survey of historic properties, the State is uniquely qualified to perform the services described herein. Under this agreement, the State shall continue to direct and conduct a statewide survey of historic properties and to maintain inventories of such properties. The State shall provide access to this information to Reclamation, other agencies, and others subject to the restrictions on disclosure of information in Section 304 of NHPA (16 USC 4702-3). Task 1. Administer the State Historic Preservation Program in cooperation with Reclamation and other Federal agencies. This includes maintaining inventories of cultural resources or historic properties. Task 2. Meet with Reclamation at least annually during the duration of the agreement, either over the phone or in person, to update each other on progress or problems. Task 3. Provide to Reclamation or their designated contractors or permittees, on an as-needed basis, cultural resources information, especially for the purpose of file or literature searches. Task 4. Maintain and update the statewide survey, including data provided by Reclamation, their contractors, or permittees.
