Comprehensive High Impact Community Based HIV Prevention, Testing and Treatment Initiation for Sustained Epidemic Control in Lesotho under the President's Emergency Plan for AIDS Relief (PEPFAR): The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $7,000,000 for Year 1, subject to the availability of funds. This NOFO is intended to support implementation of a comprehensive public health response to new HIV infections for sustained epidemic control in Lesotho. The program will engage in comprehensive and evidence-based community HIV prevention, testing and treatment initiation for the general population and other at-risk groups such as youth, men, migrant, and factory workers, as well as building capacity of local organizations, civil society organizations and community systems in implementing data-driven programming. The project will use mapping of hot spots as informed by facility and community-based surveillance, recency, and other HIV programmatic and epidemiological data; combined with same-day onsite anti-retroviral treatment (ART) initiation for identified persons living with HIV (PLHIV), and timely pre-exposure prophylaxis (PrEP) initiation and/or linkages to voluntary medical male circumcision (VMMC) for eligible HIV-negative clients; as well as PEP provision for survivors of gender based violence. The project will also offer comprehensive community HIV prevention services targeting adolescent girls and young women (AGYW) and their sexual partners with risk communication, HIV testing, sexual and reproductive health services, and linkages to socio-economic strengthening programs under the DREAMS initiative.
