Comprehensive Nutrient Management Plan (CNMP) Related Technical Assistance for Implementation of the Environmental Quality Incentive Program in Hawaii: NRCS is seeking planning and technical services to provide Hawaii livestock producers assistance with the development of Comprehensive Nutrient Management Plans (CNMP) when required for participation in the Environmental Quality Incentives Program (EQIP). Applicants selected will be responsible for assisting NRCS in providing technical assistance necessary to develop CNMPs. CNMPs may need to be developed for facilities that produce poultry, swine, beef, dairy, etc. EQIP is a voluntary conservation program that promotes the sustainable agricultural productivity and environmental quality as compatible goals by protecting highly erodible and environmentally sensitive cropland, reducing sedimentation and improving water quality. Through EQIP farmers and ranchers may receive financial and technical assistance to install or implement structural and management practices on their land. EQIP was revised and extended through 2007 by the Farm Security and Rural Investment Act of 2002, which provides that the Secretary may request the services of, and enter into grant agreements with, non-Federal entities to assist in providing technical assistance necessary to develop and implement conservation programs under Title II - Conservation.
